The County provides a comprehensive package of employee benefits that includes various insurance options, paid time off, retirement and other benefits. Specific benefits based on governing MOU's may vary.

The County offers three Medical Plan options to all eligible full and part-time employees to provide the widest selection of programs and plan types. In addition to hospital and physician services all plans include mental health, prescription drug and chiropractic coverage. Current plans are:

  • Kaiser Permanente- a comprehensive HMO type plan. There are 3 levels of participation with varying co-payment costs depending upon plan selected. For more information on this plan visit the Kaiser Permanente Website.
  • Blue Cross Prudent Buyer Classic (PPO) - a large provider network. For more information on this plan and available physicians visit the Blue Cross Website.
  • Blue Cross Prudent Buyer Plus Plan(PPO)- This comprehensive plan allows the greatest freedom of choice of all types of providers. A list of preferred providers with reduced co-payments is available on the Blue Cross Website.

The County also offers a comprehensive Dental Plan for all eligible employees. The plan provider is:

  • Delta Dental - a comprehensive dental PPO with 80% coverage for preventive, 80% Basic, 80% Restorative and 50% Prosthodontics coverage.  To find a list of participating Delta Dental Dentists visit the Delta Dental Website.

The County provides a vision care plan to employees. The plan provides discounts on eye examinations, prescriptions and materials. To find more information about the plan and a listing of participating optometrists, visit the VSP Website.

Paid Leave Benefits

The County provides several types of leave benefits to employees in regular County positions. Part-time employees working a minimum of half time receive pro-rated benefits. In general, most eligible employees receive the following benefits:

  • Vacation - Vacation is accrued at a rate of 10 days per year for new employees and up to 20 days per year for employees with more than 10 years of service with the County. Additionally, many MOU's provide employees with additional paid time off called floating holiday and/or personal leave time. After six months of employment, employees may take vacation by scheduling time off with their department.
  • Holiday - Most employees are entitled to 11 paid holidays during which County offices are closed. Some County operations are open on these days and holiday time or pay is provided to employees required to work on these days.
  • Sick Leave - Regular employees are earn 12 days sick leave per year which can be used for personal illness. Up to 6 days may be used to care for a sick, dependent child. Sick leave can be also used for bereavement leave of up to 5 days.
  • Family Medical Leave - Eligible county employees are entitled up to 12 weeks per year of Family Medical Leave (FMLA) for either themselves or to care for an eligible family member.
Benefit Allowance

Regular full & part-time employees working at least half time are provided with an allowance that can be used to purchase employee benefits such as medical, dental, life and vision insurances or to contribute towards the employee portion of retirement. Some of the unused portion of the cash allowance may be taken as taxable cash back according to the IRS, Section 125.  

Retirement Plan

To provide for the long term financial security of County employees in retirement, the County provides a defined benefit retirement plan under the 1937 County Retirement Act which is a contributory plan. Full Time employees and part time employees who work a minimum of 3/4 time are enrolled in the plan. Plan benefits are based on age at enrollment, years of service and final salary at time of retirement. The County plan is a reciprocal plan with PERS.

Term Life and Disability Insurance
  • Term Life Insurance - this plan provides $10,000 of term life insurance paid to a designated beneficiary.
  • Supplemental Term Life Insurance - life insurance for either 1 or 2 times annual salary, in addition to the standard $10,000 plan.
  • Dependent Life Insurance - covers eligible spouse and/or children.
  • Long Term Disability - a disability policy that will pay up to 60% of salary in case of disability to a covered maximum.
  • State Disability Insurance - employees are covered by SDI.
Dependent Care Spending Account

All regular full and part-time employees are eligible to participate in the voluntary Dependent Care Spending account which provides additional employee benefits, This benefit is a pre-tax reimbursement account that you can use to pay for child care and/or elder care expenses, up to $5000 per year.

Deferred Compensation

All regular employees may contribute to the Marin County 457(b) Deferred Compensation Plan. Contributions are entirely voluntary. There are no matching contributions made by the County. Many different investment options available. Annual contributions are limited to the maximum amount allowed by IRS Regulations and are currently 100% of includible compensation up to a maximum of $17,000. Participants who are age 50+ may contribute up to a maximum of $22,500.

Employee Assistance Program(EAP)

The County offers an Employee Assistance Program (EAP) administered by Managed Health Network It includes both counseling and telephone consultation services addressing personal needs such as marriage, family & relationship problems, alcohol & drug abuse, emotional, personal & stress-related concerns, child care, elder care, financial & credit problems, federal tax consultation, pre-retirement planning and personal records management. 

Credit Union

All regular employees are eligible for membership in the Marin County Federal Credit Union which is an independent organization owned by the employees and operated under federal regulations. The Credit Union offers members a full range of savings and checking accounts and loan services.
